Saving as MPEG-1

To format as VCD for playback on a DVD of VCD player the width X height must be 352 X 240; the framerate must be 29.97 for NTSC and 25 for PAL with a video bit rate of 1150; audio must be MPEG Layer I at a bit rate of 224 and a frequency of 44100 with two channels.

If you intend to play your video back on a computer there are no restrictions other than those of speed, size and quality.
